What would happen if a character:

1)Threw a tangle foot bag at another and imobilsied him(by glueing him to the floor).
2) Threw a harpoon into the imobilsed foe(digging in as per the Harpoon rules) that was teathered to the thorwers waist
3) The Thrower then bull-rushed another character and himself(remember the harpoon is tethered to him) off a cliff ?

Would he fall ripping the harpoon out the imobilised character and doing damage at the same time(as per the harpoon removal rule)or would he dangle there while the harpooned foe wailed in agony? Would the bullrushed apponent fall away or be able to hold on to the dangling harpooner?

Also what would happen if the tangle foot bag was never thrown? Would he drag the harpooned foe off the cliff? or Rip n' Fall?

Rip and fall. Even impaling your foes, a full grown man wearing armor=enough force to tear it out of the man's soft flesh, resulting in damage to EVERYONE involed in the situation

even if the harpoon doesn't rip out of mr-sticky, that kind of trick would probably beat the DC 17 to break the tanglefoot goo, pulling all 3 over the cliff

I had the harpoon tethered to my riding dog and it pulls on it controlling the foe.
