Yes. If the spell is on their spell list. otherwise you need UMD to activate it.

08-02-05, 07:50 PM The Craft Wand feat says that wands can only be made with spells of 4th level or lower and Animal Growth is a 5th level spell. If a Druid could make it (DM approval) it would cost 750gp * 5 (level spell) * 9 (caster level) = 33,750 to buy 16,875 gp + 1,350 xp to make.
