Can an armor have a plus to an ability as one of the mods on it?

Theoretically yes. But it should most probably be priced as a +x enchantment, not a straight add on, and in such a way so that it would be prohibitively expensive.

I.E. +2 to a single stat should be a +2 enchantment.
+4 as a +4 enchatnment, and +6 as a +6 enchantment.

Combining this with a +1 item, results in a much more expensive way to get a stat bonus then normal.

Why not an add on pricing instead of the exponential pricing?

The Armor enchantments in genereral, and especially the add on's are usually things like:

Protective (Elemental resistance, SR, etc.)
Sensory (shadowed, glamered)

While there are exceptions, I see no good reason to allow it for stat boosts. They themselves use an exponetial pricing system that is frankly, mathematically identical to the armor system (bonus squared x 1,000 gp.)

There is a "Strength" option in Magic of Faerun and Faiths and Pantheons, which adds fixed value to the price(the fixed value is dependent(and calculable) upon Str bonus).

Why does it need to be so expensive? Not to mention taking up "slots" for enchantments. I'd allow someone to pay slotless prices and have it part of the armor - that's better flavor (IMO) than some stupid rock floating around your head. Slotless items can be anything IMO, and I have no problem combining them with other slots. Such as paying slotless to get Gloves of Dex to stack with Guantlets of Orge Strength. If you would rather have gloves than a pin, sure - why not. Heck man, go for broke - all your slotless items should be made in the form of gold teeth.

The problem is, i have 330,000 gp to spend. I can get 1 magic item.
If i dont buy armor, ill have a 28th lvl fighter/dervish that has normal elvin chain.
An ac in the 40s, but still...
Plus if i only get 1 magic item, the epic gear for the most part is way out of my price range, unless i get boots of swiftness(or something like that)
By all means, there nifty with a +6 dex, +20 to hide, balance, jump, and a few other things of that type, and haste 3/day.... but i can fly at will already.....
and i dont sneak around a hole lot.

as a side note, im not sure if i should get perf 2 weapon fighting or fast healing for epic feats. Im 4 con off of fast healing, and 6 dex off of perf 2 weapon fighting. Any comments of which i should get?

Some people may hate this answer, but in the BoEF(this is the only thing I had any interest in in the entire book), there's a +1 ability called "Confidence" that grants you +2 Charisma, and your Charisma mod to Will saves. I dunno if its broken, I really am not interested in balancing it, but there's one. Great for Bards.

I don't see why you can't. It'll probably be a bit more expensive since it's a bit unusual (rare items tend to be worth more). I once had a cleric with full plate that had +2 to Strength and Fire Resist 20. Was a nice suit of armor... worth more then all my other treasure combined though. :D
