I know that if you cast magic weapon on a +1 sword it wont stack, but does it work for abilities? For example, say I get a cloack of +4 charisma, and have a similar enchantment built into a hat. Would I be +4 or +8?

it depends most of the time the the enchantment bonus for things like armer and equipment dont stack and what ever the higher enchantment such a +3 and a +1 the +3 would be the one used

but if u dont like the outcome if the enchantment is diferent type of enchantment such as a +1 natural contetution bonus and a +1 constetution bonus that would stack

I recommend you read the Rules of the Game (http://www.wizards.com/default.asp?x=dnd/arch/rg) article series on Stacking. In a nutshell, different values for the same named bonus overlap but do not stack. Bonuses from differently-named bonuses do stack. Unnamed bonuses always stack, as do Dodge bonuses. Ferinstance:

Your armor grants a +2 Armor Bonus. The party's mage casts Mage Armor on you, which grants a +4 Armor Bonus. Since both bonuses are of the same type (Armor Bonuses) only the highest applies, giving you a +4 Armor Bonus for the duration of the spell.

If you have a 14 DEX, you get a +2 Dodge Bonus to your AC, bumping your AC to 16. If you have a magical item which grants another +2 Dodge Bonus to AC, these stack (because Dodge bonuses are the exception and ALWAYS stack) and boost your AC to 18.

Clear as mud? Read the articles. They have much better examples. ;)
