On page 288 of the DMG, it states that the price to add a new power to an existing wonderous item, is 1.5x times the cost of the new power. (i.e: Making your Boots of ElvenKind into Boots of Levitating Elvenkind, would cost 1.5x the price of making a new pair of Boots of Levitation).

Question: Does that apply only to material costs? Does it apply to XP costs as well?

It applies to both.

Thanks, another question say I wanted to add a third power, Make those Boots into Boots of Levitating, Speed, ElvenKind.. Would the price for the third enchantment also be 1.5 or would it be something higher?

It is really all up to the DM, but if you really just want to go by the book then it would still be x1.5
