Are there any ways to alter magic equipment? For example you find a +2 chainmail for a winged creature, and would like to modify it for medium humanoid use.

There would be destroying it, re-crafting it and possibly re-creating the item as per repair destroyed magic item at half the original cost.

All the spells that could concievably perform this, like polymorph any object, fail when applied to a magic item. Would dispel magic on the item to suppress it for 1d4 rounds so that you could apply magics to it.

Does this seem like a reasonable request from the likes of Wish or Miracle? Would there be an exp cost above the minimum?

These are all dependant on DM liberality. Are there any less ambigious methods?

By RAW, there is no need to "tailor" armor, as long as it is made for your size of creature and (presumably) the same general shape as you (IE a humanoid can't wear barding, though a centaur might). If it's not made for you, you're better off selling the armor and buying your own stuff (wish/miracle has GP/XP limit lon what you can get with it- the more expensive stuff ends up costing the caster extra gold and XP).

we house rule as well, that armor only resizes within reason; your halfling armor isnt going to resize for a human, and its sketchy if your dwarven armor will resize for a human either.

basically: if you're almost the same size, it'll resize for you no problem, otherwise, no dice.
