Are the bonuses for Celestial armor a "magical effect" or "Material effect"...?

I take it you mean the unusually high max dex, low ACP, and low ASF? That's a good question. I would probably say they are magical effects. So if celestial armor gets hit with a dispel magic, I think it would behave as masterwork chainmail while it's magical abilities are suppressed.

Part of what I'm trying to figure out is could you make Celestial/Adamantine armor ?? or Mithril/Celestial armor ??
Or whatever material floats your boat...:D

By the straight rules, you can't modify special items... they are what they are.

If a DM wants to open the door to modifications though, he or she just needs to decide how to do it. In this case, I'd probably say the armor is based off mithral chain mail, and go from there. (So no adamantine version.) But this is a tricky case, since chain mail is a bit sucky to begin with... I wouldn't let you make a celestial breastplate for just 50 gp more.
