Now Staffs use the wielder's ability score and feats for the saving throws on staves and they use their own caster level for spell effects. So... I was thinking, as a DM, why wouldn't my BBEG have a sweatshop with a bunch of lower-level casters sitting there making staffs for her?

No reason. Just remember to bump up the CR rating appropriately to account for the greater amount of equipment.

What about a Sorcerer BBEG with the Leadership feat?

What's the difference?

A Sorcerer has a high Charisma and the feat precludes the need to dole out XP to the players.

I don't see the distinction. As long as you adjust the CR appropriately for added stuffs, it won't make a difference.

NPC magic item manufacturing generally makes little sense.

It still costs them gold to make, so basically you are only buying them at 1/2 price.

The times requirement for them generally means they have no time to spend with their leader

And the pre-req requirements for them tend to mean they can make few items, mostly on the weak side.

However, an idea that I like better is the following:

Instead of you taking a magic item creation feat, take leadership feat and get a Wizard cohort that takes ALL the metamagic feats.

Then you pay the XP and spend the time making them. You use them not to make the items, but to supply the feats. Now, effectively your NPC's are still with you all the time, you get powerfull magic items you need, but don't have to take all those feats.

That's hot.
