Does this apply to all things such as range
The -4 is what im speaking of.

I.E.
Throwing a dagger
Firing arrows in the fray
Hurling a rock
A Warlocks eldritch blast

Or is it just bows and xbows

A Warlocks eldritch blast Good question. The answer is yes. All of those attacks suffer a -4 penalty when you make them against a creature involved in melee.

All ranged attacks suffer a -4 when shooting into melee. To eliminate it, get the Precise Shot feat (which also applies to all ranged attacks).

There's also the precise weapon ability that you can place on a specific ranged weapon. It's in Magic Item Compendium or ARms and Equipment Guide, can't remember which.
