Another armor question [Archive] - Wizards Community

+3 AC, +8 Max dex, -1 check

The question is, can you get this armor made masterwork to reduce the check penalty from -1 to 0, and by paying a mere 150 gold extra avoid the need for an Exotic Armor Proficiency feat (take the check penalty on all attack, strength, and dexterity based rolls)?
