Ok, the Phylactery of undead turning, does it work for clerics who rebuke? If not is there an item out there that does?

Yes.

While the rules usually simply refer to "turning" undead, it can be be presumed that's simply offhand to avoid having to add "and/or rebuke" to the end of every clause.

If an item speaks of giving a bonus to turning undead(increaseing your turning level, improving your turning check) and it dosen't contain specific limitations about rebukeing undead (such as citing that it ONLY works for turning, and not for rebukeing; or if it precludes evil clerics or clerics who channel negative energy, etc) then you can pretty safely apply thier effects to any turning or rebukeing class (cleric, paladin, blackguard, etc) of any alignment.

Not to mention that Clerics do not get Turn Undead, they get "Turn/Rebuke Undead."
