Is it possible to fight, oh say with a staff in one hand and your blade in the other? Even though your not using your staff can you still fight with your blade without inccuring TWF penalties? Because your not using it in combat I wouldn't you would... but I need clarification...

You shouldn't incur any penalties for merely "holding" the staff. Even if you had a weapon in each hand I don't think you get the TWF penalties unless you actually use both in that round. I know some people will say otherwise though.

mind the -4 for attacking with the off-hand

ha-ha very funny... I didn't get the idea from Gandalf. I got the idea from a picture of Negi in the 7th Vol. of Negima. It's the one of him in combat mage mode... Very cool.

The rules allow you to hold something in your off-hand without incurring TWF penalties.

Darkness Eternal is correct (no one gives the lantern-bearer TWF penalties, do they?).

Gbnogkfs is also correct that if you attack with your off hand, you take a -4 to attacks, regardless of whether you are TWFing or not (the -4 is the difference in the -6/-10 modifiers for TWFing).
