How would you work out the cost to craft a spell permanently onto a weapon?

Hunh? What exactly are you asking for? The Item creation rules are explained on pages 283 - 285 of the DMG, and the rules for the spell Permanency are found on pg 260 of the PHB. Using the Permanency spell consumes lots of XP and doesn't really get any "weapon" effect so you probably want to just enchant it traditionaly using the rules in the DMG.

What I want to do is enchant a weapon so that it has the Stretch weapon spell from PHBII always active on it.

The problem with adding spells to items is that its really hard to judge price. An example using formulas from DMG... caster level x spell level x 2000, right?

1x1x2000=2000... truestriking is a level 1 spell... 2000 gold for +20 attack roll, and bypassing concealment? I don't think so.

That would mean a continuous +5 reach would be at least +5 enhancement.

So a +1 weapon with this Stretch enhancement would be a +6 weapon:
6*6*2,000 = 72,000 gp + MW weapon cost.

I have to disagree with it taking up a valuable + slot on a weapon for just +5 reach, but I do agree, somewhat, with the pricing. I feel it is a nice ability to have but not worth a +5bonus. I suggest making it an added cost feature that costs around 48k to 52k GP. The calculation for the spell comes to 48K is you figure that making the spell a standard action to cast and making it last one round per caster level keeps it roughly the same level. +5 reach is not worth 70k IMHO.

Well, by raw, anything that improves the weapon from a combat perspective must be a +X enhancement. So unless you house rule it to be a +X,XXX gp value, you must add it via +X enhancement.

Existing 1/day ability being +2, indicates the continuous ability must be greater than +2. My money is on significantly greater.

You could simply give the stretch property a flat gp cost. Maybe about 10000gp?
