The annalus is an artifact from XPH that is designed to prevent the use of psionic power, but i was thinking of making an arcane version (for its ultimate ability), as a good next quest for the party, so that they can defeat their enemy that they failed to beat last time (who has become a god now). Here is my idea.

Abilities:

All spells used within 100 feet require 1 spell slot higher than normal (except for the holder of the Annalus).
The weilder gains gains a +4 enhancement bonus to resist any effect that deals ability damage.
Once per day, the weilder can trigger an anti-magic field as a standard action.
Three times per day, as a standard action, the weilder may trigger an effect similar to dimensional anchor that effects all creatures within a 50-foot radius.

Also, once a year, the weilder can trigger an incredible arcane nullification, an act requiring 10 rounds of continuous concentration. The weilder specifies a specific arcane individual or creature (one possessing spell-like abilities) within a 100-foot radius. The nullification is accompanied by blasts of light, heat and sound from the Annalus. Non-arcane targets are unnaffected, but any arcane target - regardless of any protection they carry - is disintegrated in a terrific explosion, leaving nothing but fine dust.

Nullifying an incredibly powerful being, however (such as a demigod or greater being), taxes the Annalus to it's limits. If used to nullify such a target, the artifact succeeds, but is unfortunately destroyed in the process and cannot be recovered by any means.
