Only if you can wield BOTH at the same time. It would be almost impossible to do that as a bow need two hands to fire.

Regards I believe you can but it adds 2 times the more expensive to the final cost. As an example a bow that costs 8,000 + staff that costs 5,000 would cost 16,000 gp for the bow + 5,000gp for the staff, in effect you would pay for both items and then pay the rate to combine them equal the more expensive item (8,000gp). And it would still be limited to 50 charges for the staff and on top of that you would need to be able to cast the spell from the staff or you would need to use UMD or level checks to activate that ability.
