So, simple short question:

Does armor effect a flying creatures maneuverability?

It would depend on the armour's weight, method of flight and such things like that...

What kind of armour are you fitting on to what type of creature?

Does armor effect a flying creatures maneuverability?
No, it does't. It may, however, reduce that creature's speed, thereby limiting its mobility in an indirect sense. Anything with a minimum forward movement speed would find it harder to stay aloft if its armor is reducing its movement.
