Am i correct in thinking that Bracers of armor or anything that grants an "armor bonus" to AC will not stack with armor the character is wearing?

Yes. They overlap. This matters in your example for incorporeal touch attacks.

Named bonuses with the same name do not stack. (Dodge is the exception, Dodge stacks.) If they have different names, they stack. If the bonus is not named, it stacks with everything.

If you look on the 'official' character sheets, also in the back of the PHB, you see the ling row of boxes next to the AC. Under each box is a name, that is the place for the bonuses with that name. Count the highest only.

If you have a Chain Shirt (Armor bonus +4) and Bracers of armor +3, then only the +4 would count. However, some attacks bypass armor, but the Bracers of armor would still count, so use the +3 not the +4 in that case. There are a few exceptions, but those are clearly stated as such.
