Ok, the table "Armor for Unusual Creatures" PHB 123 (in my printing) gives cost and weight modifiers for armor for creatures of different sizes.

What about the effect on base speed?

Starting from the beginning of the MM (p12), "Angel, Solar" a large outsider with base speed 50ft.

What is it's base speed if wearing one of the heavy armors?

Likewise for creatures with base speed 10ft, 40ft, 60ft?

50 speed means a reduced speed of 35 ft.

I would expect a speed of 10ft to be reduced to 5 ft. If your speed is 5 ft to 0.1, I would expect that it would take a double move to move 5ft if you were wearing armor.

Every increment of 15 feet gets reduced to 10, and every increment of 20 feet gets reduced to 15. (And if your base speed is 10, it gets reduced to 5.)

So a base speed of 40 is two 20-foot increments (reduced to 15) = 30.

A base speed of 60 is four 15-foot increments (reduced to 10) = 40.

A base speed of 65 is three 15-foot increments (reduced to 10) plus one 20-foot increment (reduced to 15) = 45.

50 =35 Storm giant
60 =40 battletitan
70-80 =no data
90 =50 Nycaloth Commander, Justicator fly speed

That seems to work and follow what the MM and MM3 illustrate.

There are other problems, this is just the most obvious one to me.Sorry, I was writing in a hurry. I should have specified that you use the smallest increments possible that add up to exactly the base speed. (In other words, you don't divide a base speed of 50 into three 15-foot increments plus 5 feet "left over," you divide it into two 15-foot increments plus one 20-foot increment.)

So to answer your question, you divide 60 into four 15-ft increments to arrive at a reduced speed of 40 (which is correct), rather than three 20-ft increments to arrive at a reduced speed of 45 (which is incorrect) because those are the smallest increments you can use to arrive at exactly 60.

What are the other problems you see?

Normal speed multiplied by 2/3 and rounded up to the nearest 5 foot increment seems to work for me.

The DMG has info on this up to 100ft.

However, since that table is in every PHB, why do people keep making some distinction about "armor for nonhumanoids" and "barding"? Aren't they the exact same blasted thing?

The DMG has info on this up to 100ft.Unfortunately, they listed the base speeds in only 10-ft increments, though. That causes confusion when a creature's base speed is 15/25/35/etc.

2/3 round up:
15 = 10
25 = 20
35 = 25
45 = 30
55 = 40
65 = 45
75 = 50
85 = 60
95 = 65

2/3 round up:You may be right, but I have doubts about 25 = 20. 25 = 15 seems more appropriate to me. Does anyone know of an official example?

Could be, but the formula works consistently enough for me. I don't have a problem giving a little boost to guys wearing medium or heavy armor. The movement penalty is a little extreme in my opinion, anyway.
