how would you make armor have a 0% spell failure?

Different materials, and certain weapon properties. Making a metal armour out of Mithril reduces the ASF by 10%, and the Twilight property from the Book Of Exalted Deeds reduces ASF by 10%, as well. There is also a few non-core armours in various books which have armour with no ASF. For the most part, such things grant a mere +1 AC, but, still. Check out the Arms and Equipment Guide and Races Of Stone.

Also, there are some Prestige Classes that reduce it down to 0.

If you're a bard, you ignore the ASF of light armors.
