Is there a feat, ability .. PrC or perhaps official precedent of a Monk being able to flurry while in light armor?

I doubt it. But bracers and such im sure you can

You can always use Bracers of Armor.

Aside from that, I don't remember any such creature. Usually the higher AC monk prestige classes just grant an improvement to your AC outright, instead of allowing you to use arrow

You could always endeavour to write such a feat. Kinda powerful though. Feels like a Faerūn or Eberron type thing.

We have created such a feat in the past ..in another game.

(Basically, a Monk + Paladin build, based on the Asectic Knight feat from CAdv and Sacred Fist PrC of CDivine. I felt appropriate to have such an ability, with that character concept.)

But I was hoping for something more 'official'. I figured if it did exist - most likely it would be from Eberron ..or Faerun.

Shou Disciple, a PrC from FR: Unapproachable East. I think it can flurry in light armour, and wield any weapon to boot.

If you're willing to go with Mongoose's Quintessential Monk series, they have a set of "woven armor robes" there. It's not much, but it's something.

I take it you have your eye on some form of magical armor, though?

Actually, truth be told .. I've been formulizing an: "Enlightened Spellsword Dagger Fist Monk"

It truly represents what everyone hates about PrCs and dipping: 3 levels of the Enlightened Fist, 3 Spellsword and 9 or so of the Daggerspell Mage PrC.

Well, the 'big' feature of spellsword (besides being able to store any spell in your weapon as a move action 3x per day) is that you ignore the spell failure on armor.

A monk isn't compatible with armor ..so the Spellsword ability is pretty useless, but I wanted to see if perhaps there was some way to get a benefit from it.
