My thought is to create an item, specifically magic arrows, that can entangle its target. I already know about the Rod of V-something Globes, the 9k item thats a throwback to the good old days of 1st edition. . .but I want something I can shoot from a bow.

Arrow +1 of Entanglement, if the target is struck by a ranged touch attack it must then pass a DC 13 reflex save or be held immobile to the ground, even on a successful save the target is entangled and may only move at half speed. CL 5th, Craft Arms and Armor, Web, 197gp market price.

The Rod of sticky globes is 9k for 3/day, using the formulas its 15k base. Making it a '50 charged item' reduces this cost to 7.5k (150gp each 'charge') and adding the cost of mwk arrows and a magic +1 (another 47 per arrow) gives the grand total of 197 gp each. Or if you calculate it as a single use activated item the cost becomes 347 gp (probably more reasonable given the problem I outline below).

My problem with this is that the Arrow of Sleep in the DMG is 132 gp. This arrow also deals nonlethal damage, potentially a reason why the cost is relatively high. After subtracting 47gp for the mwk and +1, we are left with 85gp for a targeted sleep at DC 11. Single use activated 1st level spell with 1st level caster is 50 gp, and 1/50th of a charged use activated 1st level spell and caster item is 40 gp . . . so thats either 97 or 87 gp for the item. . . hmm

Any suggestions on pricing this item or similar items (Daze, Dazzeling/Flare, Stunning)?

A friend in my campaign uses a similar arrow occasionally, but it should mimic the web spell more closely. Also the arrow should deal damage and shouldn't be a ranged touch attack. Furthermore the idea that the target is automatically entangled is ridiculous and overpowered. The reflex save is any instictual movement to avoid harm and could include: pulling the arrow out, pushing the web away and shaking it off, etc.

Price looks good though. :fight!:
