Okay, yes.
A weapon of legacy could stand up to a minor artifact... if items could fight on their own. It really depends on the skill of the wielder, not the weapon, and the end of a fight has more to do with actions than with tools.
As for books with artifacts... pick a book, any book. Almost every one has an artifact in it.

03-20-06, 08:15 PM You're going to have to start out by telling us what, exactly, you want this artifact to do, a bit about it's history and how it's intended on being used.

If the "can it stand up to a weapon of legacy" bit is important, be sure to add how it's important and describe the specific weapon of legacy it needs to "stand up against" and what the specific conditions in which it will have to.

We need _a lot_ more info if you're looking for some help designing an item.

As for books - almost all of them have some degree of useful magical item info in them - but the DMG and/or Epic Level Handbook is probably all you _need_.
