I just looked at the magic item compendium and have a question specificly on runestaffs. So could an artificer use them? Assuming a UMD check of 20 to "use wand" which allows a certain spell to be on your class list (works also for staffs), then sacrifice a artificer spell of the same level (though there's is a max of lvl 6). the only problem in the description it says the staff requires arcane spells and spell slots to be sacrificed, but artificer spells are neither arcane nor divine...

so would it work?

No it would not work.

As you said, an arcane spell slot must sacrificed and they can't do that.

For this same reason, a Cleric could not do it.

Also I don't think infusions are technically spells, so even if it was just a spell slot, it wouldn't work.

Artificers are plenty powerful as-is, so I don't think there's any need for them to be able to use runestaves.
