I am pondering of making a flying ship and can't figure how much it would cost and what it would take to build it.

Fal'on's Flying Iron Ship
Size and Cargo capacity of a Galley made entirely out of iron.
hovers in mid-air up to a maximum of 10,000ft(above sea level or some base of the earth).
accends at a speed of 5 feet / round
decends at a speed of 20 feet / round
10 mph 240 mpd
average manuverability 20 fet per round
Created to transprot cargo and passengers safetly at tremendous speeds across the deserts. The ship has to states depending on a key item.
The key appears to be an amulet of a small ships wheel with a small blue crystal in the middle. If the ship is within 5 miles of the key the crystal glows dimily. As the key gets closer the crystal glows more brightly up to 200 ft. At that point the crystal glows red allowing for the key on command to transform into a + masterwork quarterstaff and back again. The quarter staff has three sliders wrapped around it. The sliders control the ship's movements. 1 forward velocity 2 turning 3 altitude.
In its amulet form and within 500 feet away from the ship, on command the ship can enable and disable an invisiblity spell that affects itself and all its contents including passengers.

To cut the cost I am thinking of using wall of iron and fabricate :)
Also creating it in stages. First is the construction of the ship. I don't mind contracting the work out, so I don't need to spend so many ranks in prerequisites.
I am also looking for a better way to describe it.

There are (brief) rules for flying ships in the Eberron Campaign Setting, page 267. It may be of help, scant as they are.

Also, the Strong Hold Builder's Guide also has rules for flying strongholds, adding magically enhancements to them, contracting builders, and using spells to cut the costs of construction. Your idea sounds really cool though.

You can go into the Arms & Equipment Guide for rules on a Zeppelin or a Dirigible (pg 55).

Or, you can go with my favorite (but as of yet, unrealized dream :() THE SOARWHALE! (Arms & Equipment Guide, pg 89)

Ever hear of the Cloud Keel? Take any ship and you can get it to fly by swapping out the Keel (a fin like projection under the boat helps keep in going straight) or the Earth Keel? this one lets you sail on land as if it where water IRC about 30,000 gp or more.

Your boat looks like 60,000 gp with it's slow speed.

what is considered a fast ship that flys??
Also if I add greater teleport once a week how much would that increase the price?

I am trying to make a flying ship that doesn't use lighter than air gas. I also want it to stay aloft just in case it sails into an anti-magic field and not fall like a 300 ton iron paper weight.

Lighter than air iron ship that uses the "fly" to move around, carries about 10 passengers and about a few ton of cargo easily. Has a few functional sails but more for decoration.

As mentioned:
The Stronghold builders guide or the Arms and equipment guide are your best resources for this sort of thing. However, if you want to make something similar using the just the core rules, you could possible use the stats for an animated ship (i.e. gargantuan or Colossal Animated Object (http://www.d20srd.org/srd/monsters/animatedObject.htm)) outfitted with wondrous items for flying (i.e. boots of levitation and/or wings of flying, etc.).
