Say you charge someone who has at least 10' reach, do they get an attack of opportunity against you.

Not for the charge, but for exiting a square that they threaten (movement during the charge).

Do 5' steps Provoke if moving closer to someone who has reach?

Yes, of course.

No, but remember that you can't make a 5ft step in the same round you charged.

But remember, a flat-footed character can't take an attack of opportunity (unless that character has the Combat Reflexes feat). So if you're charging someone with reach, he only gets an AoO on you if he's already acted.
