Ok this may be silly but
can you attack someone who is on higher ground than you i.e. mounted or on a table(slash at his legs or so) with a weapon without reach?
Are there any modifiers for this?

No.

However, those on higher ground gain a +1 to attack you. (So you can think of this as a -1 to your AC.)

Also, if you are two short you might not be able to reach them. For example you can't attack a large creature (10' reach) standing on a low wall, but they can attack you.

I believe that first 'No' was in response to the modifiers part of the question.

You can attack someone who is on a slightly different level (i.e. mounted or on a table) with a normal weapon, and no modifiers apply. As stated, those on higher ground do gain a +1 to attack. Also as stated, if the level is higher than your reach (i.e. a 10' wall) you won't be able to attack to that level.
