In more general (and D&D applicable) terms, it's a belt you wear across your chest to keep stuff close at hand. Usually it's ammunition, but for a D&D character it could be potions, spare daggers, scrolls, wands, spell components... Sky's the limit really.

A bandoleer can hold up to 8 items (12 if mastercrafted) that are up to the size of a dagger.

It was just a guess at the price, I have no idea.

I've never seen a Bandolier of Infinite Daggers anywhere. Try creating one. You could use the Quiver of Anariel on the Wizards site as a guide, found here (http://www.wizards.com/default.asp?x=books/fr/lonedrowstats).
