Looking at the decsciption of the barbed chain there is nothing states that it is a two handed weapon. Comparing the damage for the barbed chain with other weapons (greatsword, falchion) that do two die of damage, IMO I would say it would be a two handed weapon.

Edit: After reading RavenDrake's post and checking the E-tools dataset for Savage Species, I have changed my position to it is a one handed exotic weapon.

Savage Species was still printed under the 3.0 rules, which for weapons means that weapon sizes were static rather than sized relative to the weilder.

A weapon that was the same size as the weilder, in 3.0, is what's considered a One-handed weapon in 3.5. So, yes, the barbed chain is a one handed exotic weapon. Note that the barbed chain is NOT just a varient spiked chain, as the barbed chain does NOT provide you with reach, nor does it provide any bonuses to trip or disarm, nor can you apply weapon finesse to it.
