here's an idea that i'm sure has come before; wand batteries. rather than wand that have 50 charges, you make a wand with no charges, that must be fitted with a magical battery.

wand cost: same as before*.
battery cost: spell level X caster level X charges X 10 Gp.
batteries are normally made in multiples of 5, but that is not actually a requirement (it's just that they're generally the only ones available for sale).

yes this is cheap (both game-wise & cost-wise), but personally i wouldn't even consider using something like this except for in conjunction with a very high magic setting (during the height of the netheril empire, for example).

so;
10 charge level 0 battery; 50 Gp
10 charge level 1 battery; 100 Gp
10 charge level 2 battery; 600 Gp
10 charge level 3 battery; 1,500 Gp
10 charge level 4 battery; 2,800 Gp
50 charge level 0 battery; 250 Gp
50 charge level 1 battery; 500 Gp
50 charge level 2 battery; 3,000 Gp
50 charge level 3 battery; 7,500 Gp
50 charge level 4 battery; 14,000 Gp

a weaker battery used in a higher level wand expends the charge but produces no effect (other than maybe sparks, or a sputtering noise).
a stronger battery used in a lower level wand expends the charge as if it were the proper level battery (no enhanced effect).

replacing a wand battery is a move action that provokes attacks of opportunity.

battery powered wands and thier batteries would be created with the craft wand feat. note, if you add battery powered staves and staff batteries, i'd have them both created by craft staff (and if you foolishly attempt to mismatch batteries, KA-BOOM!!), but that's just IMHO.

*) i think this is fair. increased cost (full base + batteries) in exchange for increased usefullness. on the otherhand, if eternal wands are available, this is a waste; just get two wands (fireball 50 charges, fireball 2/day) and you have two uses a day as well as a limited backup. course that costs, but so does this.

Iron Kingdoms did the something similar. You might be interested in it. They also added a feature where you 'loaded' spell components. Cheaper than providing all 50 sets during creation, but it had its drawbacks.

There is an artifact from Forgotten Realms called Dwarven Glow Stones.

They come with upto 100 charges. Among it's many powers is the ability to stick them to a wand/staff and move a charge from the glowstone to the wand or staff.

What happens if you put the battery in backwards?

yes. just roll for one of the effects of the rod of wonder (and destroy wand and battery). hey, you asked!
