I'm planning my first D&D game as DM, and revising some rules I will probably need.
The PCs will encounter halflings, one of these halflings will have a bolas. I'm not sure about some rules for the bolas.

Bolas
You can use this weapon to make a ranged trip attack against an opponent. You can’t be tripped during your own trip attempt when using a set of bolas.

The attack roll is a ranged touch attack?
Is it a str vs (str or dex) check to see if the trip works? Is this roll modified by size like normal trip attacks? This doesnt seem to make sense for a bolas

While I'm at it, is there a way for a prone character to stand up without provoking an attack of opportunity?

Yes. Why don't you think it makes sense?

Only the "kip up" class ability of the Thief-Acrobat. Or the Prone Attack feat lets you attack from the ground without penalty, and if you hit you can stand up as a free action.

I just dont see why it should be harder for a halfling to trip someone with a bolas because of his size

But if that's the rules then so be it!

Is it easier to entangle someone with a shoe lace, or a fishing line?
