Do you think it would negatively affect game balance if I allowed the creation of bracers that worked on the same mechanic as Bracers of Archery (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#bracersofArcheryGreate r) for different types of weapons? For example, Bracers of Fencing (bonus on rapiers instead of bows) or Bracers of Crossbow Mastery, etc.

It seems to take away something from archery, making it less special.

At the very least I would do things like require it to only work if you are using Weapon Finesse - the concept seems to me to be precision rather than strength.

Considering the bracer slot is mainly for any combat related purpose I don't see why not. They should provide a specific weapon proficiency for a character who couldn't normally use that weapon and then provide the competence bonuses if the wearer already has the proficiency, using the same mechanics as the BoA, greater and lesser.

I would allow it but from a balance perspective, I would only allow the bonuses to apply to 1 weapon only. This is to avoid TWF from abusing the bonuses to hit and damage for both weapons where Bracers of Archery would never have to worry about such a restriction since a bow is a 2 handed weapon.
