Not sure if there is an official stance on adding Armour Special Abilities to Bracers of Armour or not. But if so are there any specific rules of examples i could look into.

My DM wanted to see the rules before i started using them. Thanks.

the rules are spelled out in the A&EG. they say that you can add an armor abuluty to bracers of AC at the same effective bonus as on a normal suit of armor. if the ability is listed as costing as fixed amount, add tht cost to the bracers, as you would a norma suit of armor. btw the cap for bracers is +8 for AC, but up to +13 with abiliites, still max +8 ac). the pricing for bracers above +8 effective modifier (still not epic) is still bonus squared times 2000gp.

A&EG is 3.0

I would expect this to happen:

Strict Game: No.

Any other game (Loose/Power/Anything Goes): Sure, use the A&EG rules

The cost for bracers above +8 is bonus ^2 * 1,000gp. Otherwise that summarises the rules as I understand them pretty well.

If you (or another PC) are going to be crafting these bracers, you need both Craft Wondrous Items and Craft Magic Arms and Armour to do so.

As stated above, and i'd say that it'd be allowed in any game, although that's obviously up to the DM... many things changed from 3.0-3.5 as far as item pricing, however armor prices stayed the same...

I can't really find a game-balance reason not to; the Arms and Equipment Guide may be 3.0, but as long as you use the 3.5 Armor Ability pricing for it, I can't really see why not ... with the possible exception of using Bracers of Armor with regular Armor and trying to combine special abilities (say, Fortification and Spell Resistance on one, Energy Resistance on the other). In theory, they'd all work according to the standard stacking rules.

Not sure it'd be game-breaking, though.

3.5 is a revision, not a replacement. Just because WotC has not revised every rule or idea from every 3.0 book does not mean that you have to ignore everything in those books. That would be foolish and a waste of money for those who have invested in many rulebooks. You can still use the 3.0 material but just keep in mind that the 3.5 revisions may change how certain things work or interact with each other, such as DR. If you feel uncertain about a 3.0 magic item or ability, compare it to a 3.5 revision of a similar ability. There is no reason to ignore the A&EG rules for adding abilities to Bracers of Armor because there was no significant change to them in the revised rules. They still work the same so you should still be able to add abilities to them.
