When a buckler is used with a bow, does the character benefit from the shield bonus?

No. The arm the buckler is on is not free, it's used by the archer to attack. That said, the rules aren't defined tightly enough that you couldn't find a loophole around that.

Get a Bug buckler from Arms & Equipment Guide keeping your hands free and the psycho little thing dives in to what ever comes your way as it is living you can buff it.

You do not get the shield bonus and you do get the negative one to hit, rules are clear.

You do not get the shield bonus when you attack with the arm wearing the buckler, from the time of your attack until your action on the next round. See 3.5 PHB page 124. Attacking with a two handed weapon requires both hands. See 3.5 PHB page 113. Long bows requires both hands. See 3.5 PHB pages 118-119. Since attacking with any version of a long bow requires you to attack with you buckler arm you do not gain the shield bonus from that attack until your action on the next round.

A feat in Complete Warrior allows you to keep the shield bonus, but doesn't get ride of the negative to hit. See Complete Warrior page 100.

The Improved Buckler Defense feat allows you to retain the shield bonus, but you still get -1 to attack rolls

A masterwork buckler still has a negative one to attack since the negative to hit is seperate from the armor check penailty (even though both are the same number on non-masterwork bucklers) and the armor check penailty is the only thing affected by a buckler being masterwork, besides the price going up by 150 gold. See 3.5 PHB page 124, and 126. No offence, but I hope that addressed your issue since I honestly have no idea what you ment.

You don't take a penalty to an attack with a bow or crossbow when using a buckler, though you are still using the shielded arm for something else which negates the shield bonus.

Buckler: This small metal shield is worn strapped to your forearm. You can use a bow or crossbow without penalty while carrying it. You can also use your shield arm to wield a weapon (whether you are using an off-hand weapon or using your off hand to help wield a two-handed weapon), but you take a –1 penalty on attack rolls while doing so. This penalty stacks with those that may apply for fighting with your off hand and for fighting with two weapons. In any case, if you use a weapon in your off hand, you don’t get the buckler’s AC bonus for the rest of the round.
