If a Cleric or Rogue buys exotic weapon proficiency in Dire Flail
with out first buying the marshal weapon proficiency in dire fail can that character use the Dire Fail one handed with out penalty?

Well, the dire flail is an exotic double weapon that requires two hands to use, whether you have proficiency or not. And you can't have martial weapon proficiency with it.

But a cleric could certainly take EWP (bastard sword) and use a bastard sword in either one or two hands, even though he doesn't have martial weapon proficiency.

EWP is a pretty decent feat for a cleric, since it is a significant weapon upgrade compared the benefit a martial character gets.

I would like to correct myself the weapon in question is the Dire Pick*.

Which can with the exotic weapon proficiency can be used one handed.

So do you need to have both marshal and exotic weapon proficiency to use a Dire Pick one handed?

I'll second jaelis's statement.

If you have the exotic weapon proficiency with a weapon you are fully trained at using it even if someone with lesser training (martial weapons) could make some use of the weapon. The Dwarven War Axe and Bastard Sword may be useable without penalty as two-handed martial weapons but if you spend the Exotic Weapon feat on them you can use them in either one or two handed styles.

Typically I see exotic weapons as a better deal for a character who doesn't already know how to use all Martial Weapons. The difference between exotic and martial weapons often isn't worth the feat but if you're going to spend a feat to upgrade from a simple weapon then going exotic is the thing to do.
