Let's say I wanted an amulet of Greater Magic Fang for a druid. Can I choose to make an item of GMF as cast by a 20th level caster, provided I actually were a 20th level caster? Or can it only be cast as a 5th level caster, since that's the minimum level to cast GMF?

The reason I'm wondering is cause most, if not all, of the magic items in the DMG has a CL set at the minimum for the spells or feats they require to make the item.

yes, but it would cost 4 times as much ;)

The sample Ring of Invisibility has a CL of 7th, but it typically only takes a 5th or 6th level arcane caster level to forge it (and 12th level caster to take the Forge Ring Feat!). What that means is the ring's effect lasts for 7 minutes every time the command word is spoken.
