Normally, no. With the Arcane Prep feat in Complete Arcane it is possible.

actually, i believe they can.

note that it's a terrible waste of a charge on a perfectly good item though, as they take a full round action to do so.

also, i suspect it would deal about 1d4 as an improvised weapon. so, uhh... that's another way they can use them. at -4 to hit on top of their already bad BAB of course.

the answer is YES but it still takes them a full round action to do so..., exactly like if they had taken the quicken spell feat and tried to do it themselves.

As Dragonsblood indicated though if they used it in conjunction with the Arcane Preperation feat then they could use it just like a wizard as long as they used it on spell in a prepared spell slot

I thought that if the feat/rod doesn't actually increase the caster level it still counts as only being a standard action?

This is because the description of Metamagic Rods explicitly states that sorcerers require a full-round action to use a metamagic rod.Metamagic Rods: Metamagic rods hold the essence of a metamagic feat but do not change the spell slot of the altered spell. All the rods described here are use-activated (but casting spells in a threatened area still draws an attack of opportunity). A caster may only use one metamagic rod on any given spell, but it is permissible to combine a rod with metamagic feats possessed by the rod’s wielder. In this case, only the feats possessed by the wielder adjust the spell slot of the spell being cast.

Possession of a metamagic rod does not confer the associated feat on the owner, only the ability to use the given feat a specified number of times per day. A sorcerer still must take a full-round action when using a metamagic rod, just as if using a metamagic feat he possesses.(Bolding mine)

However, if the question were /Should/ a sorcerer be able to use a Metamagic Rod of Quicken, then the answer would be yes.

The major issue faced by prepped casters who use metamagic is that they have to aply it when they prep the spell. Metamagic rods get around that. They should get around corresponding spontaneous drawback, as well.

Either that or they just shouldn't exist.
