Need this for this weekend, anniversary game changed from 2e to 3.5;

The Bracers of The Great Wyrm
these bracers, that run all the way up the wearer's arms, appear to be made out of some sort of golden metal and are made to look like the scales of a dragon.
They give a +5 Luck bonus to saving throws, ability checks, and skill checks; an armour bonus of +8;
'invisibility' & 'fly' at will;
'freedom of movement' 2x/dy;
constant 'protection from evil';
no need to breathe, eat or drink (as the Ioun Stones);
Magic, Halfling, Metal & Mineral Detection (30ft);
versus dragons as a ring of elemental command (evil = can't approach within 5ft, -1 penalty to their attack rolls, wearer at +2 ST, + 4 morale bonus to attack and their weapons bypass DR. Good = +10 circumstance bonus to Diplomacy checks);
Spellstoring of 10 levels.

Cost: N/A

While not technically an artifact, the powers of that item put many artifacts to shame. It's not meaningfully priceable in gp terms.

+5 luck bonus to saving throws: 50,000 gp
+5 luck bonus to skill checks: 175,000 gp (assumes 35 skills and luck 2x competence, should be considered 35 seperate bonuses)
+5 luck bonus to ability checks: trickier -- no direct RAW estimate, but if we assume a bonus to an ability check is worth about as much as a bonus to a skill check (you use skills more often than ability checks anyway -- bull rush, etc.), then I'd price it at 30,000 gp (6 abilities and luck 2x competence, should be considered 6 seperate bonuses).
+8 armor bonus: 64,000 gp
invisibility: 20,000 gp (priced same as Ring of invisibility)
fly: 54,000 gp (Wings of Flying)
freedom of movement, 2 uses/day: 20,160 gp
protection from evil: 4,000 gp
no need to eat or drink: 2,000 gp (clear ioun stone, but slotted)
no need to breathe: 9,000 gp (iridescent ioun stone, but slotted)
detect magic: 2,000 gp
detect metal/mineral: 2,000 gp?
detect halfling: 2,000 gp?
dragon command: 200,000 gp (ring of elemental command)
spellstoring 10 levels: 200,000 gp (ring of major spell storing)

Subtotal Base Price: 834,160 gp

Multiple Different Abilities: add 50% price to every effect except the most expensive: +317,080 gp

None of the seperate bonuses exceed the maximums for non-epic items so we don't need to multiply any of the prices by 10.

Total Base Price: 1,151,240 gp

Geez, I dunno about most of those things, but there's the (unslotted) Stone of Good Luck (Luckstone), which gives +1 to those saves/checks, and costs 20,000 gp. If you used that as the base and assumed the cost was "bonus squared x 10,000 (x2 for unslotted)", that ability alone would cost you 250,000 gp to create a slotted item. Adding it as an additional ability on a slotted item makes the cost x1.5, or 375,000 gp.

A reasonably close to RAW estimate of its abilities put its price below more than a few epic items listed in the SRD. And it's an anniversary game. : )

The Ioun stones are already costed to be unslotted; paying an additional 50% to add them to an existing item seems redundant. Perhaps decreasing the cost of these by 25% would be appropriate.

None of the seperate bonuses exceed the maximums for non-epic items so we don't need to multiply any of the prices by 10.
I know VERY little about epic stuff, but isn't there some sort of 200,000 gp threshold for epic items, also?

That's a better RAW comparison than the pale green ioun stone I used. That changes my estimate to 1,135,240 gp (assuming its considered as three seperate luck bonuses so that none needs an epic 10x price adjustment).

Any magic item with a base price over 200,000 gp is considered an epic magic item. But that changes the base price only if any ability is over a limit:

Use the guidelines for nonepic magic items to determine the market price of an epic magic item, with one addition: If the item gives a bonus beyond the limit allowed in for normal, nonepic magic items, multiply the portion of the market price derived from that characteristic by 10. Some epic characteristics, such as caster level, don’t trigger this multiplier.

Do you have an actual basis for doing this?

I say it needs the *10 multiplier for that price to be reasonable. Your cost places this item below a single ability mod +12 piece.

11 million gp looks right for an item with so many nice abilities.

The total there is 255,000 gp which is so close to tui's extrapolation of the WotC's pricing of the luckstone that I'm happy with it. I think if I was pricing it for my game then I'd lower the price for the skill bonus since most players don't use all 35 skills (an expected gameplay value adjustment, not RAW).

If they're considered seperate bonuses then one of the last two abilities will be the most expensive, which changes the estimated market price to 1,106,240 gp.

I say it needs the *10 multiplier for that price to be reasonable. Your cost places this item below a single ability mod +12 piece...11 million gp looks right for an item with so many nice abilities.
I've tried to stay as close to RAW as possible (detect halfling?!). None of the seperate abilities are epic, and the RAW is very precise in how you should price multiple different abilities -- just because there's about 50 of them doesn't change the rule. Maybe dragon command should be increased (dragons get more powerful than elementals) -- if we increase dragon command to 250,000 gp, and thus multiply it by 10, then the market price changes to 3,406,240 gp... or use your own adjustment (it depends on whether dragons will be a big part of this game).
