Let's say I am capable to use a swift action to cast my spells, can I still use a free action to activate rod of metamagic quicken to cast another spell?

Yes in general, but I'm not sure of that particular case (since I despise the metamagic rods with a passion and can't spare the time to look it up; I suspect the answer's no since you still need to spend the swift action to cast the quickened spell).

Here's the round breakdown.

1 move action
1 standard action
1 swift action
Unlimited (within reason) free actions

A standard action can also be used to take a move action.
In place of your move action and standard action, you can take a full-round action.
You can also take an immediate action: If you do so on your turn, it counts as a swift action, and if you use it when it isn't your turn it counts as NEXT round's swift action (so if you use an immediate, you can't use a swift on your next turn).

Yes, you can use a swift action and a free action in the same round. However, activating a metamagic rod is not even a free action... you just do it as part of casting the spell to which it applies.

Casting a spell with use of a quicken rod takes a swift action. If you've already cast a quickened spell this round, then you don't have a swift action left, so you can't use the rod anyway.

No, because a quickened spell takes a swift action to cast, and you're limited to one swift action per round. You can forego the metamagic rod use and cast a second spell taking a standard action as normal, if you've still got a standard action left. The metamagic rod is only going to help you if you haven't used an immediate or swift action since the end of your previous turn.
