I was reading the books and it says that if you have exotic proficincy with a bastard sword, you can weild it with one hand. does that mean you can weild two at one time?

Yes, with the appropriate penalties for fighting with two one-handed weapons.

short answer yes.

long answer yes but it is at a larger penalty than a light weapon in off hand. you can take oversized 2 weapon fighting to make off hand treated as light.

Just because it's possible doesn't mean that it's a viable option. The only good reason to use one-handed weapons rather than light weapons when TWFing is to gain the ability to Power Attack. And you can do so with a longsword just as well as with a bastard sword wielded in one hand.

At higher levels, when you can afford it, wielding a Sunblade in your offhand makes dual wielding bastard swords worth it.

Until then, any non light weapon in your offhand is giving you more penalties than it is worth.

something i forgot to ask: do you need a certain strength lvl to do that?

There's only one thing mentioned in this thread which requires a certain Strength score, which is Power Attack. It requires Str 13.

Also, I believe Oversized Two-Weapon Fighting requires a Strength score of 13+

what if he used a bastard sword for a small character? would that be counted as a light weapon or would he get a penalty for that?

Yes, but it is a very worn out, cheap, and munchkin-like idea.

well look at it this way, theres only two possible ways that can go

1. no, it dosent work that way.

2. yeah sure, why not. let it work that way. now you have the better penalty to your off hand BUT you take a -2 for wielding an inappropriately sized weapon, putting you back at where you were before you started.

so really, if you REALLY want that build, suck it up and take the -4's and rejoyce in your big ol' swords.

personally longswords work better anyway. no EWP, and only -1 ave damage.

I can imagine a character dual wielding bastard swords but it just seems a bit silly. Choose weapons that fit best with your character persona and fell, not just because they have the most damage/best crit range for their type.

But if you do that, don't be a drow dual wielding scimitars with a panther animal companion/figurine/thingy. Those get old.

I could see dual-weilding bastard swords for efficient feat usage.
A fighter taking Weapon Focus, Weapon Spec, and the Improved versions thereof, would save four feats taking the same weapon and still keep the option to wield one bastard sword in two hands to get the most out of the Power Attack feat.
Plus once you reach higher level there is the Sunblade to offset the additional penalties.
Lastly as Antimyth allready pointed out the Bastard Sword has the best Damage and threat range for it's size.;)

Mechanically speaking...

Yes, TWF + exotic means you can at a -4 to all attacks. With oversided TWF -2.

Realistically...well it's possible. I have done and seen it done. It's not easy though. So making it feat instensive seems fair.
