I would rule no. Neither is someone riding in a chariot, on a cart, or on a ship.

What if you roll it up and straddle it like a horse? Even going so far as to purchase a military saddle and equip it with a bridle ...?

Personally .. if a player could discuss it logically ..then I would allow it. I wouldn't just accept it blindly ..they would have to tell me how their character rides it. How they manuever in combat. How much training do they do with it .. etc.

If I really wanted to be hardassed about it.. I would break Ride into Ride(carpet) and Ride(Animal). I may then require that they purchase 3 ranks to be considered mounted.

For those of you familiar with Psionics and The Mind's Eye, I have a small-sized psion who rides an Astral Tasker. He even has ranks in Ride (Astral Tasker.)
