If the max carrying capacity of a creature while flying is its light load, does this mean that a flying creature couldn't grab a target and carry it off unless the target was equal to or less than its light load ??

eg. A Giant Eagle (STR 18, light load max 100 lbs) trying grab a target (200 lbs) on its Fly by Attack and carry it off.

If the above is correct, is there a way around this ??

I wanted to make a scenario where the PCs are crossing a rope bridge and Giant Eagles attempt to pick them off . . .
