After casting a spell that takes a takes a standard action, can my 3rd-level sorceror cast another spell that requires a standard aciton after that? The handbook is unclear on this.

The handbook is very clear (ok, you have to read all of it) :)

You have one move and one standard action each round. Since you have only one standard action, you cannot continue casting.

Only special effects, items or feats allow for more spells per round. If you have the metamagic feat Quicken Spell (and the level to use it) you could cast a quickened spell (which is a swift action). The same can be done with metamagic rods. If you use every dirty trick in the books and are of epic level, even 10 spells per round or more become possible.
