Okay, I know this is probably covered somewhere in the Player's Handbook or something, but I'd like to know: if you're going to cast a spell that uses somatic components, wearing a suit of armor with a failure chance, and proficient with said armor, do the casting penalties still apply?

If you are a divine caster - cleric, druid, paladin, or ranger - No. If you are a sorceror or wizard, there is an arcane spell failure for any type of armor - whether or not you are proficient with it. Bards can ignore the arcane spell failure for their bard spells when wearing light armor -- but not medium or heavy. Some feats or types of armor may help reduce the arcane spell failure.

Armour proficiency has nothing to do with whether you suffer arcane spell failure or not...:)

if this is a problem level up in a divine class and look up the prestige class geomancer they have a ability to cast arcane spells as divine

Unfortunately, as stated by the others, armor proficiency and ASF have no direct connection (the indirect one being arcane casters don't get armor proficiencies because they'd suffer the ASF and wouldn't really benefit).

However, this thread suggests to me creation of a light armor that offers an ASF reduction if the wielder has proficiency. hmm.

Maybe this;

Arcanist's Leather
Cost: 500 Gp
Armor bonus: +2
Max Dex: +7
Armor Check Pen: 0
ASF: 10%*/0%**
Speed: Normal (unchanged)
Weight: 12lb

A carefully cut suit of leather armor made for specially trained arcane spellcasters. Increase the craft DC by 4.

*Wear the armor with Light Armor Proficiency.
**Wear the armor with Exotic Armor Proficiency (Arcanist's Leather).

And this;

Studded Arcanist's Leather
Cost: 1,200 Gp
Armor bonus: +3
Max Dex: +6
Armor Check Pen: -1
ASF: 15%*/0%**
Speed: Normal (unchanged)
Weight: 15lb

A carefully cut suit of studded leather armor made for specially trained arcane spellcasters. Increase the craft DC by 6.

*Wear the armor with Light Armor Proficiency.
**Wear the armor with Exotic Armor Proficiency (Studded Arcanist's Leather).

It's the same as leather/studded leather except a) the Max Dex is increased by 1 (to match the padded/full plate 9 ratio) and the ASF reduction with exotic proficiency.

The crafting DC was also increased, though players would rarely care (arcanist's leather would be as hard to make as splint mail or banded mail, and the studded arcanist's leather would harder to make than full plate.

I considered arcanist's chainmail, but that would be something like 4,000 Gp and a +12 craft DC increase, so just dropped that idea.
