Steve simultaneously discovers the secrets of the Machine-rocket "numchucks". These mystical devices have two rapid fire rocket-launchers connected by a chain, which is of course awesome. Now assuming they are standard MM and DMG characters, but have full proficiency in their weapons, who would win?
