Is it possible to charge a moving target? What if that targets' speed is not constant? Example: An orc is running in a straight line, and a character wants to charge the orc from an angle.

Another question: Is it possible to charge along a flat surface (floor) and then up a staircase?

1: Yes, of course you can... Because he does not move DURING your turn...

2: No, unless you have a cool abilltiy, like the swashbuckler or the duelist...

you can charge down stairs or up using balance skill. There is a penalty for it...but the biggest thing is that you can not do it if the stairs somehow hamper your movement.

At 7th level of Swashbuckler or 3rd level of the PrC Thief Acrobat you get Acrobatic Charge which would allow you to charge up or down stairs.
