Complete Arcane doesn't say which, MI Compendium says throat, but a chasuble is a poncho used in religious rites, a vestment, which (like vestments of faith) should be a vest slot item. Does WOTC not know what a chasuble is or looks like?

Does WOTC not know what a chasuble is or looks like? No, but they can spell it. ;) Figure the power's in the clasp or whatever holds it in place that's around your neck.
