i want to make an assassin but i want him to use some sort of choking device, like an uber necklace or somthing. how would i make a weapon out of that, it'd be an attack of oppurtunity, maybe a grapple to use it? i dont know.

One incarnation is from Athas.org
From memory it is statted something like:
Garrote, bards.
exotic weapon, 2d4 nonlethal damage 20/x2 crit, 2 handed grapple weapon, Provokes AoO when used to start grapple. When opponent is brought to 0 may be used to Coup.

garrote from song and silence 3.0 book. there are 3 types of them. rope, wire, and locking.

There is also the updated garrote ring in dragon compendium vol. 1. It is sort of like a ring with a strong wire attached that you can strangle people with. It utilizes the grapple rules but goes through some armor and deals lethal damage.

go down to exotic melee weapons, look for garrote.
