Why is it CL 20? The spells required are relativly low level. Seems strange.

Do note that CL 20 has absolutely nothing to do with item creation. Double-check the errata.

It tells you what the usual CL of an item would be if you were to find it in game. Why 20th level casters need glue and solvent, I don't know... In any case, the only real use of that CL listing is to let you know what the item's saving throws are, if they ever need to save.

It also helps explain the costs of items if you attempt to reverse engineer an item to make it better or to attempt to determine the cost of a component.

Please note that CL was poorly explained to the game designers. When it started out, they were told it was a pre-req.

Then officially it became just for saves, etc.

This accounts for some of the sillyness.
