Claw Guard
A unique weapon that has several unique abilities
Cost: 50 GP
Damage: 1d3 (small), 1d4 (Medium) [Claw]
Critical: x2
Range Increment: NA
Weight: 10 lbs
Type: Slashing
Special: The Claw Guard requires no proficiency to utilize. It requires a full minute to equip and the Quickdraw feat has no effect. Wearing one covers an entire arm and treats a user as if they had a single Claw attack as a natural weapon. If the wearer possesses proficiency with a Buckler, a Claw Guard is treated as if it were also a buckler though beyond masterwork, the Claw Guard's buckler abilities must be enchanted seperately. A Claw Guard takes up the same space as a Gauntlet and Bracer. A magical Claw Guard gains the ability to absorb part of a paired item that fits those slots if its other is on the other arm or hand.

Fine dexterity is impossible when using the hand with a Claw Guard and the wearer suffers a -2 penalty on any check that requires it. One may not wield another weapon in the same hand as the claw guard is on.

A Claw Guard cannot be disarmed without an effect that would remove the arm it is attached to.

i don't see why this is needed. i'd say a spiked gauntlet that deals slashing damage would fit the bill.

and adding a buckler to a weapon would not fit the theme of not requiring a proficiency. bucklers need shield proficiency, gauntlets need simple weapons proficiency, and using both together would need the improved buckler defense feat (i think that's what it was called).
