If I want a melee monster cleric, do I waste a feat for weapon proficiency, or can I do well with a heavy mace?

a melee monster cleric would take power attack. The weapon choices given a cleric are not terrible, and using a feat to take a weapon would simply be flavor. A two handed weapon is all you really need, so that later you can get the most from PA feat to damage your enemies in conunction with your spells which can aid your damage and melee skills. :)

in short, no dont take any weapon proficiency feats, they are wasted.

Most of the melee cleric's damage comes from buffs, not the weapon itself ... stuff like Divine Power + Divine Favor + Righteous Might, all at once (plus whatever boosts the weapon itself might have). You can do just fine with a heavy mace.

Remember that a cleric who chooses the War domain receives the Weapon Focus feat related to his deity’s weapon as a bonus feat. He also receives the appropriate Martial Weapon Proficiency feat as a bonus feat, if the weapon falls into that category.

Also a Warpriest PrC from Complete Divine is a good choice if you wan't to make a cleric with good offensive prowess.

And I recommend using morningstar rather than heavy mace, since it's damage is both piercing and bludgeoning.

I'm a big fan of the heavy pick. Tiamat and Bahamut's priests use them. Not sure if they have the war domain though.

One of my favorite prestige classes is in the Complete Divine: Storm Lord (or something like that).

YOU are the most effective weapon. even a Ftr must still breach AC, an Inflict is merely a touch...can't lose.
if they're stricken Blind, that's golden too. there's a reason it's probably the most powerful PC class.
you said monster cleric, yes? as in monstrous? a great many races get all manner of weapon proficiencies by race. ex)all outsiders i think get all martial weapons. not a bad deal.
still, in a pinch, go morning star early, P/B

Generally, no. Your weapons base damage means very little in the grand scheme of things. As you advance in level, most of your damage will come from Power Attack, buffs, and your weapon's enchantments, but not from the weapon itself.

However, if your plan involved taking advantage of a weapon's high crit range, crit multiplier, unique properties, or style points, it may very well be worth a feat.

Typically though, if you were going to spend a feat to get your cleric a new weapon, you'd probably be better off getting some kind of bow for those times when your enemies are simply out of melee range.

or can I do well with a heavy mace?
The heavy mace is a great weapon for a cleric. Works just fine. The morningstar is a bit more effective because it does two types of damage, but it is easier to sunder.

Speaking of this twin damage, are there any monsters with DR that is overcome by piercing damage? I can't think of any right now.

There are some. Also some magic items grant DR / Piercing (and some even vunerabilities against piercing). Also some magic item properties require that the weapon is piercing.
